The 3 numbers show you the quantity of each nutrient in the packet. They do not have to add up to any particular amount. You could have a fertiliser that was 10 8 12 or  4 20 0. It all depends what you are applying it to and when.
This site has tables (if you scroll down) showing you different fertilisers and the NPK values. Hope it helps.
